Inequities in school funding between school districts within a state have been well documented, and a few early analyses have found that there are also inequities in spending between schools within districts. Until recently, that data had been hidden. 

Thanks to the Every Student Succeeds Act (ESSA), states are reporting spending data for every school — putting that information in the hands of parents, advocates, and other community members so that they can advocate for greater resource equity.

This analysis is based on data that many states have not reported before. This brings challenges with data quality — some of which are easy to identify (such as unrealistically high or low spending per student), but other data quality issues may have gone undetected (such as a state reporting spending from state and local sources that actually includes spending from federal sources). These data and analyses should be used as a starting point to begin investigating resource inequities.

Do Districts Distribute Resources Equitably?

It is impossible to know exactly how much money a district spends to educate students with additional needs, such as students from low-income background or English learners, because spending is not reported in this way. However, we can estimate spending per student in the districts attended by the average student in each student group.
